The conglomerate of militant outfits United Jehad Council (UJC) Monday set three conditions for announcing a truce in Jammu and Kashmir.
Syed Salahudin the UJC chairman and supreme commander of Hizbul Mujahideen in a telephonic interview to a local news agency CNS offered a conditional truce.
The CNS quoting Syed Salahudin said, “We are ready to announce a truce even today but for that India will have to accept our three conditions. All the prisoners should be released unconditionally, strength of troops be cut down to pre-1989 position, and human rights violations should be stopped.”
“I took up the gun as a last resort and I would be the happiest person if guns on both the sides stop roaring. However, India for proving its sincerity would have take some major steps,” Salahudin said.
Asked where talks would be held, Hizb Supremo said, “What is important is not the venue but the agenda of talks.”
Salahudin termed the reports about Pakistani government tightening the noose around Kashmiri militants in Pakistan administered Kashmir as baseless.
“My presence in Muzaffarabad proves that these are just rumors. Mujahideen fighting in Kashmir have acquired latest technology and are self reliant and they are not dependent upon any other country for carrying on their struggle.”
Salahudin said, “Cops from Jammu and Kashmir police are causing maximum damage to the Mujahideen and this is the biggest victory for the occupational forces,” adding, “I urge the policemen to take care of national interest while discharging their duties.”
On the return of Kashmiri Pandits to the Valley, Salahudin said, “Their return at this time will add to the complications and before returning they would have to restore their lost credibility.”
Salahudin suggested two meeting points for both the Hurriyats. “Leaders from both the factions should agree upon that no solution within the ambit of Indian constitution would be acceptable to them and there should be no justification for presence of Indian troopers within J&K; rest of the issues among them can be sorted out later.”
The UJC Chairman blamed Hurriyat Conference led by Mirwaiz for “creating confusion” by holding a bilateral dialogue with India. “They (Hurriyat-M) by holding a dialogue with India served no purpose.”
Salahudin asserted that “Indian agents’ have infiltrated into the militant ranks, “Hizb has already instructed its cadres to keep an eye on such elements who target common people. They have been told to catch such people and hand them over to their commanders, who can punish them,” said Salhaudin adding, “attack on Namazis at Tahab was carried out by a close accomplice of a surrendered militant Ashfaq, who works for Indian agencies and Namazis were targeted at his behest.”
