Neocolonialism is the stage of development of capitalism and imperialism in which underdeveloped countries are exploited by making them economically dependent on the powerful countries or the First World coountries. Neocolonialism is regarded as a further development of capitalism, because it achieves national domination by the methods of capital, in much the same way as wage-labour is a development from feudal exploitation or slavery, and privatization is a development from welfare-state capitalism — for in neocolonialism the subject nation is dominated by the power of money rather than by guns.

Neocolonialist powers makes economical, financial and trade policies to dominate less powerful countries. They portray the choice to grant or to refuse granting loans to underdeveloped countries, especially by international financial institutions such as the International Monetary Fund, a United Nations agency to promote trade by increasing the exchange stability of the major currencies and the World Bank, a United Nations agency created to assist developing nations by loans guaranteed by member governments, as a decisive form of control. In order to qualify for these loans as well as other forms of economic aid, weaker nations are forced to take steps favourable structural adjustments to the financial interests of the IMF/WB, but detrimental to their own economies, increasing rather than alleviating their poverty.

The result of neo-colonialism is that foreign capital is used for the exploitation rather than for the development of the less developed parts of the world. Investments under neocolonialism enriches a few underdeveloped countries, and causes humanitarian, as well as environmental and ecological devastation to the populations which inhabit 'neocolonies.' This results in unsustainable development and perpetual underdevelopment; a dependency which cultivates those countries as reservoirs of cheap labor and raw materials, while restricting their access to advanced production techniques to develop their own economies. Neo-colonialism increases rather than decreases the gap between the rich and the poor countries of the world.
One advantage of neocolonialism is that while the First World countries profit from cheap labour and raw materials in underdeveloped nations, ultimately, it does serve as a positive modernizing force for the development of the Third World.

The U.S. is not the only power to adopt a policy of Neocolonialism. Japan has been a vigorous neocolonial power since the early 1950s, and Britain has adapted its policy well along neocolonial lines.
